occupational license required with interlock?
to get an occupational license do you have to have the interlock device installed first, if so why?

This depends on the judge. Some judges require it, some don't. Some may require it only if someone wants to drive after 7pm. The judge has discretion on whether to grant a request for an occupational license, they are also allowed to place whatever requirements they want on there really. The clerk of the court will be able to tell you what the judge requires.
