Owner's leagal risk?
A grown, addicted, daughter twice took
Mom's car without permission. Is Mom
legally at risk if the car is stopped
by police?

Hello there,
No risk. If she takes the car without permission you don't know what she is doing in the car.
As long as her Mom isn't in the car with her getting caught with drugs ya'll are OK.
If you believe she is a danger to the community due to her drug problem a claim could possibly be made against you civilly if she is to harm someone with the car because you knew of her problems.
Criminal no... Civil maybe.

Not if mom reports it stolen, immediately. Mom also needs to keep the keys where daughter can't find them.
If mom does not report it stolen, and/or mom does take measures to keep daughter away from the car; then it will probably become a problem for her to litigate.
