The police will generally contact the person in whose name the car is registered and attempt to schedule an appointment for them to come in and talk to police. I suggest this person get a lawyer. If the person does not cooperate, they may get the grand jury to subpoena them. If they come in but do not make a statement, they will generally take their photograph for a photospread. OR, they might get their driver's license photo for a spread to be presented to the witnesses.
The amount of time all of this takes depends on the officer handling the investigation.
Talk to a lawyer now and get a bond arranged.
