Legal Question in Criminal Law in Texas
can a person with a 3rd degree felony discharge with a firearm leave and return to texas without going to jail and can he leave the country without going to jail ???

This depends on whether there is a warrant for that person's arrest. It there is a conviction and that person has completed their sentence, I'd say it is unlikely that there is an outstanding warrant.
