Does a person with a SJF qualify for ROR bond release and if so how can they request it?

I assume ROR means release without bail. The answer is yes but the question is whether any judge would grant it. It depends on the criminal history of the person and the offense with which charged. Judges do not have to do it. And the lawyer can ask for it.
