Legal Question in Criminal Law in Texas

If a person was stopped by the police for possession of a controlled substance, and then they let him go and never arrested him, and was only given a business card by the officer and told to call him in morning and he did call twice, but that officer wasnt in, and then he has never heard from anyone in almost 2 months, but just saw his name in the paper that the grand jury issued an indictment. How is that possible and will he be arrested? The happened early june. It was reported in the paper late july. The indictments were issued mid july according to the paper. Shouldnt he have heard something by now?

It is possible because he committed an offense. Just because he was released does not mean he will not be charged or prosecuted. The only thing he is going to "hear" is the click on cuffs when he gets arrested if he doesn't make a bond before that.
