can a person submit an appeal after they signed for safp?

Not really. What would you be appealing? I assume that you violated probation and in lieu of a prison sentence, the judge sent you to SAFP to try to help your drug problem. If you do not want to go to SAFP, you simply violate probation and return to court to be sentenced to some term of imprisonment.
