if a person is wanted in colorado and apply for a driver license in texas will texas arrest him ?

Possibly. Most states do not extradite for misdemeanor warrants, but they almost certainly will for felony ones. If it is an out of state traffic citation that has been unpaid, Texas may prevent the person from renewing their license. The person should call DPS ahead of time and find out if they are eligible to renew. If it's an outstanding felony, they shouldn't bother doing that but should instead consider taking care of the Colorado charge.
