can they pick up that charge

My boyfriend was arrested in Garland on a Possession charge. They also had a 72 hour ''hold'' on him for investigation of unauthorized use of a motor vehicle. 72 hours passed and they said they didn't have enough evidence to charge him with unauthorized use so the charges were dropped. Hes then transfered to county jail and I set bond on the possesion charge. He gets out and 7 days later Dallas shows up at the front door with a warrant for him for Unauthorized use. Can they do this? Is it legal? How can Dallas come back 7 days later and charge him for that when Garland dropped the charge because of lack of evidence.

It is impossible to know without seeing the file, but it is possible that Garland determined that the offense occurred in Dallas, so Dallas picked up the charge. He needs a lawyer.
