Can I police officer file charges his self if your on probation if the victim didn't file charges

Police officers don't file charges; prosecutors do. The police make a report to the prosecutor who makes a decision if a crime was committed. The "victim" does not file chargtes, either, and they are not the ultimate decider on whether charges are filed.
