is it legal for a police officer to have a motorcycle impounded saying that he had a complaint about noise and can he come to my house and try to hand my Dad a ticket (he refused it) to give me and then leave it on my motorcycle?

The motorcycle can only be seized if there was a search warrant.

The police cannot impound your motorcycle because it makes noise. If it is not legal to be driven on the street, they could possibly impound it if they see you driving it on the street.
