What does POSS CS PG 3 < 28G mean exactly? if the final plea in the dismissal is not guilty, does that mean the person is found not guilty?? Then why is there bail bond fee that is paid,...?

It means possession of a controlled substance from penalty group three (which could be a number of different drugs) in an amount under 28 grams.
Your phrase "final plea in the dismissal is not guilty" makes no sense. Most likely it means that the person has entered a plea of not guilty and the case is proceeding. It could continue until a trial or until a change of plea to guilty.
There is a bond because the person is released upon the person's promise to return to court via the bond while the case is pending.
