If someone had a previous Misdemeanor B deferred adjudication, completed it and it was discharged, then they got a citation later for a Class C misdemeanor, can the discharged case have an impact on the Class C and make it a class B misdemeanor, for theft ?

I've answered this. If one got deferred, it can never be used to enhance a future offense. You now use the word "impact" - it can impact it in that they will not offered deferred disposition on the new charge generally, but it cannot make a class c become a class b.
