Legal Question in Criminal Law in Texas

probable cause

Where does one find statutes that talk about control of police (if in fact the police are controlled by anyone). If there is no crime/violation of law and no victim, can police invade person's P privacy by searching all sorts of P's state, federal, and other records and commiting other intrussions into this person's privacy, on the basis of (presumably) a hearsya of a person X who claimed that person P told person X (thus exercising freedom of speach) that person P did something bad (action is not concrete, but 'something) and no object of doing bad to... Fedaral and State statutes on police control and procedures, if such do exist. Are we talking here about the statute of probable cause, or is this something else?

Re: probable cause

In federal and state law books.

Did not understand if there was another question. Of course there are laws that regulate police conduct. They are allowed to investigate, within boundaries.
