Can you use profanity at a police officer and as long as no one else is around who would be offended?

Generally yes. The offense of breach of peace - using fighting words - does not apply to a cop. There is caselaw on that. (It is not about whether someone would be offended but whether the words are such that might incite a breach of the peace. I'm completely offended by the language many people including teenagers use as their regular everyday language but they are not violating the law by using the language.)
