What is the punishment for an individual who issues an order to bring harm to another person??

A person who aids, abets, or encourages another to commit a crime is prosecuted at the same level as the person who commits the crime - so it depends on the level of harm done. There is no solicitation to commit assault, although there is solicitation to commit murder.
