railroad dump

if a railroad and oil company dumped drilling materials along side the road in bushes and the materials have been sitting there so long that they've rotted and grown into the trees, would it be illegal for me to go and haul it off on my own

I think the best advice is to contact either your sheriff's office or local police department. I bet they will be able to tell who should be responsible for cleaning up the discarded materials.
