Legal Question in Criminal Law in Texas
Recently I had outstanding warrants for bad checks and failure to appear. I was escorted to court by a city marshall and paid the fines in full after entering a plea of no contest. This city marshall did not say "you're under arrest" at any time. Does this constitute an actual arrest?

For what purpose? If you were not fingerprinted, then there will be no evidence of arrest. The law says that when one's freedom is removed, then one is in custody in most situations. However, what seems to have happened to you is that rather than take you into custody, the officer took you to court to take care of your matters without taking you into custody.
