do i have to register as a sex offender

I recieved 10 yrs. deffered adj. for aggravated sexual assault of a child in 1989 in Texas. I completed the terms on 8/99, Deffered Adj. means that I'm not convicted. Texas imposed this registration law after I had been on deffered probation for 8 yrs. I was told by my probation officer that I had to register under pre- release notification form, with-out a hearing before a judge, there are no court orders imposed on me to register. The papers the p/o gave me states: If you are required to register solely as a condition of supervision ( And not by law). Your duty to register ends when you discharge the sentence you are curently serving. So I register because my p/o said I had to, Not because a judge ordered me to by Law! ??? Please reply ASAP with any Info. on this matter. Thank-You, HELP???

We are litigating the same problem for another client. Your best bet is to file a suit for declatory releif naming the state so as to seeking the courts guidance. The issue will likely be resolved on appeal or even in federal court. The other alternitive is not to register and get arrested and litigate it there (not a good idea). I would be happy to discuss this with you in detail.
