There is no limit, although to have greatest effect and not to cause the judge to want to cut off the statements one should be reasonable. I have seen situations where one person spoke on behalf of themselves and a couple of other family members, expressing the other's pain and suffering. (So if 3 spoke and included statements from 3 others each, 9 people would be covered.) But legally, there is no limit. (And, some judges, especially depending on the offense, would encourage each person to talk as a way to help heal.)
