If the police fail at finding any evidence in a minor sexual assault case because there was none and then the ''victim'' says oh wait suspect had sex with another minor named ''Blank'', Police speak with said minor and the minor doesn't even know the suspect, are they allowed to get a search warrant under the fact that one person is saying it happened with two minors even if the other minor is denying even knowing the suspect?

The cops are allowed to approach a magistrate for a search warrant for anything at any time. It is up to the magistrate to determine probable cause. So, in your situation, if the cops presented the info and the magistrate finds probable cause, then yes then can.
