sex offender registration
If a person is required by state law to register as a sex offender and they get a residency visa for another country and move there to live, how do they handle not registering in the USA?

Hard to say. In order to avoid a violation, they will have to notify US authorities of the new address. Depending upon the new country of residence, it may invoke a similar registration requirement.
