sexual assault
If a child was sexually assaulted and charges were filed the girl being 15 and the man 23 and parents gives them the right to marry does this cancel the charges for sexual assault since they are now married?

Not necessarily since she was not married to the 23 year old man at the time of the assault. The District Attorney can continue to prosecute the case. Just because she is now married does not cancel anything, the District Attorney has the descretion to decide whether to drop charges or not. However, the subsequent marriage may make the case harder to prosecute for the District Attorney depending on the facts of the case.
