Legal Question in Criminal Law in Texas
Sexual Predator or not?
Child - 14 years old
Man - either 22 or 26 years old
The two of them engage in sexual discussion back and forth via email. Man knows child's age is 14 but continues to engage in what appears to be CyberSex and makes calls to child's home. He also has child's address.
Did man or did man not engage in illegal activity and does this specific law pertain to this situation:

18 U.S.C. � 1470 (2008)
� 1470. TRANSFER OF OBSCENE MATERIAL TO MINORS
Whoever, using the mail or any facility or means of interstate or foreign commerce, knowingly transfers obscene matter to another individual who has not attained the age of 16 years, knowing that such other individual has not attained the age of 16 years, or attempts to do so, shall be fined under this title, imprisoned not more than 10 years, or both.
Or is there another law?
