Legal Question in Criminal Law in Texas
I would like to know if this situation is legal or not?
Situation: Lady owns a business. She also works for the city of Dallas. The city of Dallas puts out a public bid for service. The lady cannot submit a proposal on the bid because she is a city employee. To get around the process, she transfers the business into her twin sisters name and knows that a different last name will not attract any attention. Then the lady submits her proposal and wins the bid. While on shift at the city, she submits ours for product to her own company making a profit. She never gives up any control over her business. The transfer to her sister was just a cover.

Sounds like it is not legal, doesn't it? You could send this information to the city council who might be interested. BUT, do not send false information or information that you cannot verify.
