how far does stalking have to go before cops can get involved?

They can and should get involved quickly. If they do not feel that there is sufficient evidence to charge someone at the time you call, they could make a call or give a talking to with the person who is the stalker about cutting out their activity.

Keep a record of every activity in which this person participates to share with the police and prosecutor.
