State picking up charges
Will the state of Texas pick up charges on a case if the person filing the charges has not dropped them yet or does that person have to drop them first ?

The alleged victim is not the one that files charge, although they may have made a report or complaint. All charges are filed by the government. Charges can be pursued regardless of the wishes of the alleged victim to drop those charges. The decision to drop charges at a victim's request is usually a policy decision by the prosecutor.
