Can the state pursue charges?

My friend's daughter is 19. He had indecent contact with her (by Tx penal code description) when she was 13 and 14. They have since reconciled without any duress or threats to his daughter. He still wants to go to counselling by his clergy for his behavior. She does not want to press charges. Is the clergy required to reort the incident to the police? Can the DA press charges even if the daughter doesn't want to?

The clergy is required by law (as our lawyers) knowledge of ongoing child abuse. Yes, the state can pursue charges without the cooperation of the alleged victim.
