In the state of texas can a a class c misdemeanor of theft under 50 dollars be enhanced, like a class b misdemeanor, to a felony due to prior theft convictions. last conviction was 3 years ago.

Yes. There is no limitation on the time when using prior theft convictions for enhancements.
