In the state of Texas. Do state troopers have to read you your rights?

No.
The consequence is that no evidence taken during a custodial interrogation without your Miranda Warnings can be used against you at trial. Hence if you are arrested and later confess before your miranda warnings, the confession can't be used against you.
However a confession before you are in custody can be used against you.
