Statuatory Rape
Can charges be pressed on a 19 year old boy for having sex with a 16, now 17 year old girl?

Generally speaking, there is a defense to prosecution if the person charged with the offense was not more than three years older than the victim at the time of the offense and the victim was a child of 14 years of age or older. See the Texas Penal Code Chapter 22.011. My suggestion is that you consult with an attorney.
