Statute of Limitations refers to the amount of time the Government or the State has to charge and indict someone for a crime. If a crime is committed on X date and the statute says that you have to bring a case in two years the State has to bring the case within that period. If they do not the statute time period has expired and a case cannot be brought against the individual.
