statute of limitations
I have an outstanding bad check from 1995 that I was not aware of. I was just informed that I have a fine of over $600.00 due on it. Is there a statute of limitations on this type of case and on the fines?

Yes, it sounds like a misdemeanor so statute of limitation would be 2 years. That just means that the State needs to file the case within 2 years after you wrote the check. There is no statute of limitation on the fees. However, fees are not assessed until the case is filed. These cases are routinely dimissed with payment of the bad check and collection fees.
