The mother of a teenage daughter is texting and insulting and threating to sue the teenage boy because they broke up, is this legal for her to do this to the teenage boy

First, it is not illegal to say that you are going to sue someone. If the texts rise to the level of an actual threat, then save the texts and show the police, to determine if charges are warranted.
