Legal Question in Criminal Law in Texas
if some one tells you that they committed a crime are you legally responsible for turning them in?

No. Why would you believe this person?
I shot JFK back in 1963 (by the way, nobody has ever been convicted of this crime). Are you now required to turn me in to the police?
If you KNOW that a person is abusing a child or abusing an elderly person, you ARE required by law to notify the police.
