Legal Question in Criminal Law in Texas
In Texas the law for sexual crimes that covers statutory rape, does the 3 year rule mean exactly that? What if the age difference is 3 years 5 months and the victim is almost 15 but technically still 14? Would that still be against the law if it was consentual?

The DA will count 365 days in a year, and multiply it by 3. If there are is a larger age discrepancy, then the DA has the authority to go forward. It would not matter if it was consensual.
