Are there any Texas laws regarding police dashcams such as; whether video recording is required in cars, how long is video kept, is video allowed as evidence for and/or against a suspect, how does a person get access to the videos?

No general laws. If there is a case filed against someone, then if there was a video made (and the cop does not lie denying the existence of the video), then it should be made part of the State's file and your lawyer can obtain a copy. In general, a person cannot get a copy of a video. And, videos are not kept if there are not charges filed against someone. (They don't make / keep videos of traffic ticket stops / cases, either.)
