They give you your Miranda rights usually within 48 hours or at your first court appearance if you bonded out quickly and come to court without a lawyer.
If you are talking about a felony arraignment, it occurs once the case has been indicted. Cases are supposed to be indicted within 90 days or the person is entitled to a PR bond or a bond s/he can make. If the person is on bond, it is not a big issue on the timing.
