What is texas statue of limitations on welfare fraud? Does the time start when fraud is discovered or when the person applied for benefits or when the person last recieved benefits?

Medicaid fraud is 7 years; other welfare fraud is 3 years. The code of criminal procedure, Art. 12.04. COMPUTATION. The day on which the offense was committed and the day on which the indictment or information is presented shall be excluded from the computation of time.
