theft of service
If a court date is set and the person accused of theft of service pays the amount due before the date, do they still have to go to court?

Yes, and you still need to hire an attorney. Theft is a crime of moral turpitude and if you are not careful you could still get a conviction even if you paid the restitution. Just because you pay the restitution, doesn't mean the prosecution will drop the case.
