Legal Question in Criminal Law in Texas
Theft of Service
I have a friend (and yes it really pertains to a friend, not me) who has irresponsibly run up a large (almost $20,000) phone bill and is now being sued for theft of service. He realizes what he did was wrong & didn't think the charges would reach that amount. My question is what can he do to make good on this outstanding bill & what is the punishment for a first offender?

Your question is confusing. If he is being prosecuted criminally, then he will undoubtedly be ordered to pay restitution during probation to the phone company.
If he is being sued, then that is a civil matter and there is no "first offender" and no punishment. The worst that can happen is a judgment against him for the amount of the phone bill and perhaps costs.
Either way, whether civil or criminal, ultimately money to pay the bill is the answer.
