Legal Question in Criminal Law in Texas
theft of water
Someone has tapped into my waterline and has been using my water. They dug down, found the water supply line to my house, cut the line, installed a '' T '' fitting, and a cutoff valve, and ran a hose to a horse tank. I want them prosecuted, and I want the work they did to be removed, and repairs made to my line. The water company will make them pay my water bill, but I want punitive damages if possible. I have had to
endure dirty water for a short time,
and have had to go out in the woods where my meter is located, among mosquitoes, and poison ivy, and the heat. I have had the Sherifff's dept here, and had to spend time with the city water official. I have had to use my own time to deal with this problem, and have been threatened by a city employee that if I did not remove the problem, they would shut my water off. This has caused stress with my disabled wife as well. We are not financially well off, so cannot afford an attorney. Can you help me ?

It is theft. If the Sheriff will not file charges, take all of your evidence to the investigator at the DA's office to see if they will file charges.
If you still hit a brick wall, and you cannot afford an attorney, then you will have to file suit on your own.
