if u are a passenger n a car they found empty meth bags in the car the owner took full responsibilty and they let u go can they charge with a charge 1 week later

Yes. The authorities do not have to believe the owner. There can be joint ownership. Whether they can prove your possession depends on where it was located, the smell, etc. They can wait until the statute of limitations is about to run to charge you.
