I am a victim of dog neighbor's dog bite. They are refusing to pay the medical bills (remaining after my insurance payments). What is my best recourse of action? Total amount for them to pay is $700. Thanks!

Sue them for the entire amount of your medical bill (plus pain and suffering); they don't get a break just because you have insurance.
