Do you know who the person is? If so and the prosecution declined charges, sue the person in civil court. If you get a judgment, the prosecutor may change their mind, too. Talk to a civil lawyer. (The accused must have money to interest a lawyer in taking the case unfortunately. But if no lawyer will take the case, you can sue him in small claims court yourself.)
