If a warrant was issued but the person was never arrested and charged is there a statue of limitations on the warrant in the state of Texas

Not exactly. If the person was in the state, and readily found, and enough time has passed to satisfy the caselaw, then an attorney would likely be successful with a briefed, Motion to Quash.
