If it is a felony, you can be arrested in Texas. If it is a misdemeanor, they will not arrest you in Texas for it. If you want to settle it, it would be best to go back to Illinois, hire a lawyer, and then work the case from there. You will get a better "deal." If you do turn yourself in in Texas on a felony, you will be extradicted to Illinois - not a good thing.
