This would not be a criminal matter but an employment law matter. So, here's my suggestion (coming from a criminal lawyer) - you wife should put her detailed complaint in writing and give it to not only her supervisor, but also the HR person (if there is one.) In the letter she should mention that she has previously complained about this matter (and mention to whom and when.) I do not know that much about employment law but it does not sound like the coworking is violating any laws (although one could argue that his behavior might amount to stalking - but you have not stated sufficient facts to support that.)
Texas is an at-will employment state which means except where there is a contract with the company, one can quit or be fired without any real reason (exceptions include discrimination and whistle blowers and perhaps others of which I am unaware.) Your wife can always quit and find another job.
