Will someone be extradited from Texas for a California Warrant?
A friend had a felony warrant issued in san diego in 2003. Moved away to get away from drug scene and is now working, going to church, living clean etc. Only now she needs a texas DL, if she goes to get it will she be arrested and extradited to California?

Yes, she will probably be arrested. If not at the DPS, within a few days. Whether or not she is extradited depends on how bad the county DA wants her back. Most cases go through with the extradition.
Since she now wants to turn her life around and make things right, my advice is to hire a CA attorney to negotiate a deal for her, have her surrendered and come back home. Otherwise, this warrant is probably on NCIC, and will forever follow her around.
