can a person with the proper letter form write the legal plea to obtain an occupational licsence for driving after getting a DWI and then file it oneself?

In most instances, you can always represent yourself. One question to consider is how confident are you that your work will meet all the Federal, State, and local rules. If you don't handle things correctly, you may end up wasting your money on filing fees and your time which is money.
Before you decide to handle a case on your own, determine how much money you are truly spending by representing yourself, how much time you are spending, whether the case is technical or has a high penalty, etc. Then shop around for attorneys.
